Economic-stimulus bills allot millions for STD prevention

The two sides of Capitol Hill appear to be engaging in a bidding war to see who can put more money toward the prevention of sexually transmitted diseases in its version of the economic stimulus bill.

The House included $335 million in its package. But the Senate, not to be outdone, provided $400 million in STD spending in its bill.

When the Drudge Report noted the House funds Wednesday morning, it set off a round of criticism from Republicans who said the money made no sense in a $819 billion bill designed to get the economy back on track.

“Senate big spenders will never be underbid in wasting tax dollars. But how in the world does STD research create jobs? Wait. … Don’t answer that. I don’t want to know,” said Wesley Denton, an aide to Sen. Jim DeMint, South Carolina Republican.

But the Senate bill, on page 138 of the 431-page measure, directs $400 million to the Centers for Disease Control and Prevention “for the screening and prevention of sexually transmitted diseases, including HIV.”

The Senate is expected to begin floor debate on its stimulus bill next week.

Sen. Tom Harkin, Iowa Democrat and chairman of the Senate Appropriations health subcommittee, listed the allocation as one of the noteworthy achievements of the Senate spending bill, along with $75 million for smoking cessation and $870 million to prepare for a pandemic influenza outbreak.

“This initiative includes grants to communities for health promotion, immunization programs, health screenings and counseling, smoking-cessation programs, scholarships and loan repayment for health professionals, research, and evidence-based disease-prevention strategies,” Mr. Harkin said in touting his work.

On the House side, the National Republican Congressional Committee fired off e-mails Wednesday challenging freshman Democrats to take a stand on whether they thought $335 million for STD prevention was a good way to spend economic-recovery money.

The STD money was included in the bill that passed the House by a 244-188 vote Wednesday evening, but House Democrats were forced to remove a separate $200 million that had been designated to boost contraceptive coverage under Medicaid, the government-run health care plan for the poor.

That provision was removed after President Obama made a personal appeal to take it out of the bill.

Republicans and some Democrats have complained that the recovery bill is loaded with items that would provide little short-term help in boosting the economy. Republicans say the bill instead has become a vehicle for congressional Democrats to get approval for projects they’ve been unable to secure in recent years with congressional Republicans and President Bush able to foil their efforts.

Republican Is Choice for Secretary of the Army

p>WASHINGTON — New York is not thought of as a big military state. But Representative John M. McHugh, who was selected Tuesday to be President Obama’s secretary of the Army, has long stood out among his New York colleagues for his attention to military matters.

The fate of his district, which stretches across the state’s economically beleaguered North Country, has long been tied to the Fort Drum Army post, home to the 10th Mountain Division, whose soldiers have constantly rotated in and out of Afghanistan and Iraq for the past seven years.

He has been one of Fort Drum’s staunchest advocates in Washington, using his seat on the House Armed Services Committee to protect it from closing. He has also been aggressive about working to bring military-related jobs to the 23rd District.

But the efforts of Mr. McHugh, the ranking Republican on the committee, go beyond the parochial concerns of his district. He has been a supporter of spending on major military projects like the Navy’s F-14 fighter, built for years on Long Island, and the Marines’ V-22 Osprey.

He was also among a group of Congressional leaders President Obama personally briefed in February about his plan to withdraw troops from Iraq by 2010. While Mr. McHugh was concerned that the security situation in Iraq was fragile, he said he was reassured by Mr. Obama’s promise of flexibility.

“The president’s objective to withdraw U.S. combat forces from Iraq is one that we should pray for, plan for and work toward,” Mr. McHugh said after the meeting, in a display of the moderate brand politics he is known for.

Mr. McHugh, 60, is part of a vanishing breed in the House: centrist Republicans from Northeastern states. In New York, for instance, there are just three remaining Republicans, including Mr. McHugh, in the state’s 29-member delegation in the House.

Mr. McHugh’s resignation would mean a second special House election in the state, where Democrats managed to hold on to a heavily Republican district in the Albany area this spring after the incumbent, Kirsten Gillibrand, was appointed to the Senate to succeed Hillary Rodham Clinton.

Democratic leaders in Washington and New York contend that they have a chance at capturing Mr. McHugh’s seat, although the district favors Republicans.

King Abdullah Greets Obama in Saudi Arabia

RIYADH, Saudi Arabia, June 3–American flags are hanging next to the green banner of the Saudi kingdom on the street-light poles of this desert capital, a celebratory nod to the arrival of President Obama, who on Wednesday landed here to begin a five-day tour through the Middle East and Europe.

Obama will hold a day of meetings with King Abdullah on Iran’s nuclear program and the dormant Israeli-Palestinian peace process, among other issues. It is his first presidential visit to the Arab Middle East.

At a tarmac welcoming ceremony, Obama was greeted by the 84-year-old Saudi leader. The two strode down a red carpet lined by ranks of Saudi soldiers, U.S. and Saudi flags flying taut in a brisk, dry wind. A military band then played the Star-Spangled Banner.

The leaders were then scheduled to travel to King Abdullah’s farm at Jenadriyah, not far from Riyadh. The king hosted a dinner there last year for then-President Bush featuring an Arabian horse show and a falconry exhibition.

This stop was a late addition to Obama’s itinerary, the centerpiece of which is his Thursday address in Cairo to the Islamic world.

It comes as Obama is pushing for early progress on Middle East peace efforts and reaching out to Iran’s leaders over their nuclear program - two major and intertwined foreign policy gambits that so far have yielded few results.

With its vast oil wealth and supreme religious importance in the Islamic world as the site of Mecca and Medina, Saudi Arabia has long been a leading Sunni Arab player in the region, an influence Abdullah has sought to deepen in recent years.

Abdullah has asserted Saudi diplomacy aggressively in Lebanon and in the Israeli-Palestinian conflict. He was the first to propose broad Arab recognition of Israel in return for its withdrawal from all territory occupied in the 1967 Middle East War, and he has sought in the past to broker unity government agreements between rival Palestinian factions Hamas and Fatah.

Obama has suggested that Abdullah’s peace proposal, adopted by the Arab League in 2002 and now known as the Arab Peace Initiative, may serve as a way to revive talks between Israelis, Palestinians and Arab countries, only two of which now recognize the Jewish state.

After a meeting with Obama last month, Israeli Prime Minister Binyamin Netanyahu indicated that he would welcome more regional participation in future Israeli-Palestinian negotiations. He said he “would like to broaden the circle of peace to include others in the Arab world, if we could.”

Those talks are being held up now by Palestinian concerns over Israeli settlement construction in the West Bank and Netanyahu’s refusal to endorse the creation of an independent Palestinian state as the best way to achieve peace.

The Obama administration may be taking more of an outside in view of the conflict, hoping a gesture from Arab nations such as this one might push Israel toward peace with the Palestinians.

Classic cars worth $106,000 stolen in Loudon County

Three vintage cars with a combined value of more than $106,000 were stolen early Thursday morning from a classic car lot in Loudon County, authorities said.

The break-in at Smoky Mountain Traders, 11840 U.S. Highway 321, took place about 5 a.m. when a group of thieves disabled the gate and drove the vehicles off the lot, according to Loudon County Sheriff’s Office Detective Charlie Cosner.

“It took about a minute or less,” Cosner said.

The cars were described as an orange and white 1972 Pontiac GTO Judge convertible, a red and black 1971 Chevelle Super Sport convertible, and a red and white 1972 Super Sport Chevelle, said business owner Keith Bledsoe.

“I’m sure they loaded them into an enclosed car trailer after they drove them off,” Bledsoe said. “I’m hoping that someone was on U.S. 321 (Thursday) morning and saw something.”

Bledsoe said he used to build houses for a living but decided to open the car lot in May when the construction industry slowed. “I put my life savings into these old cars,” he said.

Bledsoe said he was able to determine the time of the break-in using a security camera but it was too early to say whether the camera’s images will be useful in identifying the three suspects.

He is offering a $5,000 reward for information leading to the recovery of the cars and the convictions of those responsible for the thefts.

The polarised specs, which are more like sunglasses, have replaced the old cardboard blue and red glasses, and the experience is meant to knock socks off. For many, the 3D revolution is the most exciting thing since the talkies or Technicolor, and the money being thrown at it is astonishing.

Disney has more than a dozen 3D movies in preparation while Twentieth Century Fox is reportedly spending US$200m (RM720 million) on James Cameron’s “Avatar”, which uses new 3D techniques and around which incredible hype is building. The New York Times quoted a behavioural neurologist as saying that it was possible that “Avatar”, about a troop using technology to control an alien body, could possibly tap brain systems left undisturbed by conventional films.

John Woodward, chief executive of the UK Film Council, said the 3D revolution was real: "I do think it is a step change, not quite as big as the introduction of sound but maybe up there with the move from black and white to colour and certainly there with the introduction of widescreen.

"Whatever way you look at it, the sheer level of Hollywood money means we are going to be seeing a lot more 3D films. You’ll not be able to avoid them and the experience is fantastic."

Aside from 3D, Cannes promises much. Quentin Tarantino will blast in with his World War Two spaghetti western “Inglourious Basterds”. Also in competition will be the British directors Ken Loach, with “Finding Eric”, and Andrea Arnold with “Fish Tank”, about a teenager whose mum gets a new boyfriend.

There was good news for the London film festival yesterday with the UK Film Council saying it was giving it ?1.8 million (RM6.5 million) over three years to help it raise its game. — Guardian

Firstly, ask the seller if the bike is paid for; unless he’s an out and out liar, he’s going to come tidy and save you a lot of hassle. If he seems to be a decent chap and you believe him…don’t. Invest in a vehicle check. It could be the best money you ever burned-out.

THE VIEWING

Never, ever, ever, ever view a vehicle at any other place than the seller’s home. Believe me; even if you have to travel a extended distance to see the motorcycle, it’s worth going that extra mile or two. Don’t be tempted by offers to meet half way at a avenue side cafe or some such place. I hardly need to say this, but don’t go at night. All vehicles look better under street lights. Now here’s a absolutely good idea; if you’re not too hot on the mechanical side of things, take someone along who knows about bikes.

DOES IT GO

And more to the point, is it growing to keep going? I refer back to the point about taking someone along who is knows about motorbikes. If you don’t have a friend who fits into this category, it may be well worth paying someone who does. In the lofty scheme of things a little extra on the price of the bike isn’t too much to bear. The alternative could be unthinkable.

Understanding?

The motorcycle is a few years old, but according to the clock it must have been sitting in a garage, but hold on a minute, it looks a baby worn in places. Watch out for ‘clocking’. Ask the seller to produce test certificates from above-named years and check to se if they tally with the recorded mileage.

On it. It’s not only humans that suffer from identity theft. Make sure you’re not buying a ringer. Every vehicle carries a peerless number; do your utmost to ensure that the number hasn’t been changed.

THE TEST RIDE

Before you take the bike out for a defraud, explain to the owner that you’re going to be gone for at least half an hour. It’s no good just going down the road and back and hoping to get a think for a bike that you’re going to be living with for a while. Take more care choosing your bike than your partner (most people do).

SOMETHING FISHY

If something doesn’t seem right, if there’s a little niggle in the back of your mind, go home and think about it… no, just go home, sabbatical it. Another bike will come along in due course.
